Question of the Day: Who?

Here in Gotham City we're stumped as to who placed mysterious white flags atop the Brooklyn Bridge. Was it The Joker or The Penguin? Or given the acrobatic skills required to pull off such a feat and the puzzling symbolism of the flags, have the The Riddler and Cat Woman joined forces? We must know who.
