NYC Mayor and City Council Agree: Close Rikers Island.
Mayor De Blasio and the City Council have reached an agreement to move forward with a plan to close Rikers Island. As WFUV's Ben Carrizzo reports, the detention center will be replaced with smaller jails in four of the five boroughs.
