Art is everywhere in New York City--even where you least expect to find it. Take, for example, the legions of "Step Streets" throughout the West Bronx and Upper Manhattan. The city's been spending money to fix up these open-air staircases in hilly parts of the city, and they results are turning out to be quite beautiful.
