Morning Brief: July 15
It’s been nearly 38 years to the day since New York City began slowly recovering from a massive, 25-hour blackout. The incident, caused by lightning strikes to a Con-Edison substation, gave rise to a wave of looting, rioting, and arson while the city was in the dark. A new PBS segment of “American Experience,” which aired Tuesday night, takes a close look at that crime wave, as well as the period of unrest in poor neighborhoods that led up to it.
