Morning Brief: December 22

Federal investigators have said that a whopping 83 percent of New York City’s public elementary schools are in violation of the Americans with Disabilities Act. That means the schools are not fully accessible to disabled students. The announcement comes after a two-year investigation, and has prompted federal investigators to send a letter to the education department detailing the violations. The department is currently reviewing the letter; the city has 30 days to respond.
