NYC Debates Making It Easier to Change Gender on Birth Certificates
The issue of altering genders on birth certificates is of particular concern to New York City's transgender community.
New York City lawmakers considering legislation that would make it easier for transgender people to change their birth certificates to designate what sex they are heard from transgender New Yorkers and their advocates.
Speaker after speaker called for the legislation at a hearing Monday of the City Council's Health Committee.
The measure would eliminate a requirement for people to have gender-reassignment surgery in order to change the documents. Instead, a health professional would affirm that the change would more accurately reflect the person's gender.
New York state has removed surgery requirements, but New York City issues its own birth certificates. And the city's Board of Health is soliciting public comment on the proposal.
California, Oregon, Rhode Island, Vermont, and Washington, D.C., also have removed surgery requirements.
