Morning Brief: January 9

Higher education for all

The President is expected to propose making community college free under a program called America's College Promise. White House officials have said Obama wants to make two year of college "the norm," just like high school is. But the U.S. wouldn't be the first country to offer free college if the proposal becomes a reality. As the cost of college in the U.S. continues to grow, countries like Germany, Finland, Sweden, and others offer free tuition at public universities, often even to foreigners.
